LM has deep understanding and extensive experience and know-how in all legal matters relating to land, planning and zoning, and construction for commercial and public facilities, infrastructure, and residential real estate. The firm provides end to end legal services from the initial land purchase, through the planning and development project stage and up to construction, marketing and registration in the land registry. In order to protect the interests of our clients, LM works with all relevant entities, such as Israel Land Administration, Land Registry, local authorities and planning and building authorities. The firm represents major public and private entities as well as real estate developers, construction companies, industrial firms and individual clients.

LM’s attorneys accompany complex infrastructure projects in the statutory phase with respect to filing of plans with the appropriate local authorities, handling objections and appeals, land expropriation and construction in accordance with the Planning and Construction Law, as well as the Roads and Railways Act. The firm has extensive experience in representing the government in disputes concerning land expropriation for national infrastructure projects (e.g., tunnels, highways), as well as cases involving property depreciation claims resulting from government-initiated projects (Section 197 of Building and Planning Law). In this area, LM won the landmark Carmel Tunnels land expropriation case following appeal to Israel’s Supreme Court, which established legal precedent for underground right-of-way.

The firm advises clients on all relevant aspects of planning and zoning law for new construction projects, from the preparation of city building plans through the submission of all required applications to local authorities (including changes of building plans, requests for exemptions, etc.) and all the way to settling municipal taxes and development fees.
