Elinor Barnea-Avigad

Elinor Barnea Avigad is a senior attorney in the Tenders and Project Management Department, with extensive experience in civil, commercial, and administrative law, specializing in the legal support of mega infrastructure, development, and construction projects worth hundreds of millions of shekels.

Throughout her career, Elinor has overseen and managed support/advice a variety of tenders, including quantity tenders, DB/PPP tenders, and consultant tenders.

Elinor gained her expertise at the Tel Aviv District Attorney’s Office under the honorable Judge Irit Calman Barom. Following this, she worked as an associate attorney at a leading law firm, where she provided legal support and managed commercial litigation for major corporations.

Before joining our firm, Elinor served as legal counsel in the legal department of Israel Railways, where she was a member of tender committees in the fields of development and infrastructure.

Notable Achievements and Projects:

Fourth Rail Track Project on Ayalon Highways: Provided full C, including drafting DB tender documents, and execution of the fourth rail track project on Ayalon Highways, a project valued at hundreds of millions of shekels.

High-Speed Rail Project to Jerusalem, Project A1: Provided ongoing legal support/advice for the rail line connecting Jerusalem to Ganot, including tender management, continuous legal counsel, and project oversight.

Member of the Inter-Ministerial Forum: Led by the Prime Minister’s Office, the Ministry of Defense, and the Accountant General to update the standard contractor framework agreement in the field of infrastructure.
